When thinking about a trip to Vietnam, the image of roaring motorcycles in the bustling streets of Hanoi and Ho Chi Minh City immediately comes to mind. The freedom to explore the breathtaking northern mountain landscapes on a motorbike is irresistible. But before yielding to the call of the road, a crucial question arises: can I do this legally?

The short answer is yes, but there are strict conditions to respect. Since January 1st, laws concerning driving licenses have been updated, which has generated much discussion. In this article, we'll explore the most recent details regarding the legality of riding motorcycles in Vietnam and what you must do to avoid trouble with local authorities.

IMPORTANT: In Vietnam, combustion engine vehicles 49 cc and below (from age 16) and electric scooters4 kW and ≤ 50 km/h do not require a license; however, 50 cc and above = license A1 (or A depending on displacement) required. As of January 1, 2025, high school students can only ride below 50 cc after mandatory safe riding training. In all cases: helmet, vehicle documents, valid insurance, and compliance with traffic code are required, otherwise fines and invalidated insurance.

The Reality About Driving Licenses

The first thing to know is that, although many people seem to ride without worrying about administrative formalities, this approach can cost you dearly. Indeed, if the police stop you — whether for speeding, running a red light, or simply for a routine check — your license will be verified. Lack of an appropriate license can result in substantial fines, and in the worst case, legal complications.

What Are the Potential Fines?

Penalties can reach between 6 to 8 million dong, approximately $250 to $350 USD. In reality, it's often possible to pay a fine on the spot, which will be less than this amount, but it remains an unexpected expense. Moreover, without a valid license, you expose yourself to medical costs in case of an accident, not to mention third-party liability if you hit someone.

What Licenses Are Accepted in Vietnam?

To ride legally in Vietnam, you must have an original license and an International Driving Permit (IDP). Here are the main points to remember:

  • Your original license must be valid. For example, if you have a British license with category A (allowing you to ride any motorcycle), this alone is not sufficient.
  • You need a 1968 IDP to be legal. Note that the 1949 IDP is not recognized in Vietnam.
  • Verify that your IDP bears the appropriate category for the type of vehicle you're riding: A for motorcycles over 175cc and A1 for those under 175cc.

For Long-Term Stays

If you plan to stay in Vietnam for more than three months, it may be wise to obtain a Vietnamese driving license. Different classes exist:

  • A1: for light motorcycles (up to 175cc).
  • A2: for any motorcycle, including powerful models over 175cc.

Obtaining a local license may seem complex, but it's a solution that simplifies your riding experience and protects you legally.

What Should You Absolutely Avoid?

Here are the mistakes to avoid at all costs:

  • Riding only with an original license; this is not sufficient. Make sure you have a valid IDP with it.
  • Using an IAA international license, which is not recognized by Vietnamese authorities. In case of a check, this risks being prejudicial to you.

What Are the Risks of Riding Without a License?

Riding without the proper documents can lead to fines, compromise your insurance, and expose you to legal prosecution. The consequences can quickly become serious, especially if, unfortunately, you're involved in an accident. Medical costs and third-party claims can rapidly escalate.

What Are the Benefits of Legal Riding?

Having all your licenses in order allows you to navigate the country worry-free. You can enjoy the landscapes, discover remote places, and fully live your adventure without fear of administrative complications. Whether you choose to cross the northern mountains or head south, Vietnam is a true playground for motorcycle enthusiasts.
